Project
PDI developed a Master Plan for the urban retail center on Silver Spring Drive in the Village of Whitefish Bay.

Signature Building
The plan is being implemented with the construction of a signature building at the east end of the business district. The plan recommended construction of the building to help anchor the east end of the street and create a gateway for the business district.

TIF
As a result of the Silver Spring Master Plan, the Village has formed a Community Development Authority to establish a tax increment finance (TIF) district.

Public Participation

In preparing the plan, PDI documented the existing conditions and carried out a public participation plan. PDI conducted a village-wide household survey, followed by interviews with local merchants and other stakeholders. PDI organized an informal open house where an interactive 3D model was used to discuss the plan with the community. Finally, PDI made a formal presentation to the Village to discuss the plan in detail before its adoption.
