Since 1990, Matteson, Illinois has experienced significant growth due to the expansion of Chicago suburbs, increased traffic, and commuter rail service from Metra. The neighborhood surrounding the Metra Station represents Matteson's historic village center with older homes, distinctive architectural character, and a traditional neighborhood ambience.

PDI's plan helps the Village achieve its goal of preserving the neighborhood's charm and value, along with improving traffic circulation, street appearance, and the redevelopment opportunities that accompany commuter rail stations. Part of the plan focuses on improved integration of the bike trail passing through Matteson, which serves as both a local and regional attraction. Other unique aspects of the plan include opportunities for upgrading existing businesses, creating public art, and enhancing public places. Plan proposals were outlined in an Action Plan which included specific recommendations, proposed start dates, personnel or agency assignments, and estimated costs.
