The County needed to complete a master plan to meet a Conditional Use permit from the City of Jefferson. The program includes a TND neighborhood with some mixed-use commercial development, institutional expansion space, and agricultural conservation areas.

PDI's design integrates multiple street types in a modified grid that provides connections between significant public spaces. The compact neighborhood allows for large amount of continuous green space.
