The Housing Authority of the City of Milwaukee continues to be a national leader in the improvement of public housing. As part of this effort PDI developed a plan for the redevelopment of the Highland Park housing area.

The plan envisions replacement of older residential units, separated from the neighborhood, with new houses that fit into the context. Programmatically the new houses will include a diversity of residents. The plan also includes both public housing units as well as homes that will become owner-occupied.

This plan helped form the basis for the Housing Authority's successful grant application for the Hope VI program. The Housing Authority received $19 million for this project that began construction in 2003.
