of Franklin, Crossroads Regulating Plan

City of Franklin, WI Project PDI prepared a Regulating Plan for a developing area in Franklin that addresses community concerns about green space, public gathering areas, and pedestrian-scaled development. The plan will guide commercial and economic growth in an area surrounding the intersection of two State Highways. Village Center Character The plan also includes a Land Use Diagram outlining a diverse mix of uses to maintain a "village center" character within the Crossroads area. Two-story buildings are encouraged. According to the plan, the majority of buildings are to use the ground fl oor for retail, with either offi ce or residential use on the second level. Limiting Big Box Development In an effort to avoid typical big box development on this site, PDI designed a framework for locating roads, buildings, and open space within the crossroads area. Plazas and Open Space Several public plazas and open spaces are included in the plan to increase the desirability of the area and to add value to new developments. Road System and Street Types A user-friendly road system was devised to link the four quadrants created at the junction of the highways. PDI worked with the City of Franklin and the Wisconsin Department of Transportation to determine the location of access points to the quadrants. Three unique street types, each with its own character and cross section, were created as part of the plan. Public Participation Public participation included surveys, interviews and public meetings. |
