City of St. Francis, WI Project Economic development and new approaches to land use were significant issues addressed in the Comprehensive Smart Growth Plan prepared by PDI for the City of St. Francis. Flexible Planning Methods The Comprehensive Plan replaces single-use zoning concepts with more flexible planning methods based on Neighborhoods, Districts, and Corridors. PDI's approach recognizes the community as a mix of places rather than pockets of isolated land uses. Neighborhoods, Districts, Corridors The St. Francis Comprehensive Plan identifies seven Neighborhoods, three Districts and a series of regional, community, environmental and rail Corridors. Recommendations in the plan were tailored to issues and opportunities specific to each area. Opportunities for Revitalization Innovative graphics showing opportunities for revitalization were also key features of the Comprehensive Plan. Economic Development Illustrations in the plan present strategies for economic development by identifying and prioritizing several areas in the City that are susceptible to change, describing each area's own sense of identity, and identifying those potential changes that would be consistent with other elements of the plan. Public Participation Public participation was an integral component of the planning process and included two city-wide open houses in addition to public input at all planning meetings. A newsletter was sent to interested parties as an additional means to keep the public informed. |
