PDI prepared a 15-year comprehensive master plan that includes specific actions for downtown development, as well as architectural and urban design guidelines.
PDI's "City Vision 2020 Downtown Master Plan" was part of a submission that received an award from the Wisconsin Chapter of the American Planning Association. "City Vision" was recognized for successful planning in the City's revitalization movement. Earlier, the City also received the Great American Main Street Award from the National Trust.
Steps for Implementation
PDI's master plan includes specific action plans to implement high-quality projects, and to identify project requirements and managerial accountability. Careful consideration was given to the sequence of decisions and economic outcomes that will impact the payout of existing TIF-related debt, as well as the generation of new
increments of value.
Public Participation
An extensive community involvement program occurred throughout the process, and included detailed discussions with staff and local officials; interviews with key leaders in the public and private sector; public forums to fully discuss and debate issues and proposals; and other input opportunities for various public and private interests affected by the new policies and procedures.
