PDI worked with the Town to update selected sections of their Master Plan, which included the Overall Goals, Lakefront Districts, and the addition of a Commercial District. The Town's goals in developing a Land Use Plan Update were to:
- Protect the historical lakefront character and water quality of Delavan Lake.
- Preserve the community's natural environment and identity.
- Create additional lakefront districts for both residential and commercial development, based on character and density.
- Expand the STH 50 commercial corridor and revise the development policies.
New land use districts were created to reflect the types of land development appropriate for specific areas. District policies include performance standards which identify how a place is created and what it should feel like.
Unlike typical zoning ordinances, which only address land use, districts describe types of development. Graphic illustrations throughout the plan document help explain concepts and recommendations. For example:
- Traditional Lakefront Residential - policies were developed to minimize development impacts on the environment, reduce the overall density of development and encourage conservation subdivisions for large areas of undeveloped land.
- Roadside Development - policies were developed to create a Town Center for future commercial and mixed-use developments.
