The Village and Town are located on the shores of Lake Michigan between
Sheboygan and Manitowoc. The project provided a unique opportunity to
preserve the rural character of the Town while locating development
in the Village. Public meetings and workshops were used to determine
land use goals, and how the identity of the communities could best be
preserved. Primary goals of the joint plan included:
- Preservation of lakefront property and lake views
- Preservation of local rural culture -- farmland, historic structures
and park land
- Enhancement of the Village downtown
- Location and regulations for new housing
The planning process identified limits for residential growth, scenic
views, and corridors to be preserved, and proposed regulations for development
in the township.
Land use districts were created to reflect the type of land development
appropriate for specific areas. Performance standards for each district
identify how the place is created and what it should feel like.
Districts are not just for land use (typical of zoning ordinances),
but for different types of development. Graphics incorporated throughout
the plan explain and illustrate concepts and recommendations. The plan
also addresses any zoning changes that may be required for future development
to follow the Land Use Plan.
