Village of Caledonia, WI
Project
PDI prepared a comprehensive land use plan for Caledonia, a community which is located in a rapidly growing region between Milwaukee and Chicago.
Incorporation
While preparing the plan, PDI also assisted Caledonia with its successful incorporation strategy which changed the community's status from Wisconsin's largest Town to the State's newest Village.
Neighborhood Plans
The plan is highly detailed, and includes a series of individual plans tailored to the specific needs of eight separate neighborhoods. The overall plan is designed to preserve the area's natural amenities and rural character, while responding to development along the I-94 corridor.
Economic Development
Special consideration was given to the potential for Tax Incremental Finance
(TIF) projects and the creation of a Community Development Authority (CDA).
Public Participation
To ensure that the needs of the Caledonia neighborhoods were met, PDI's planning process involved a community-wide survey, 27 open house meetings (at least three in each neighborhood), and the formation of neighborhood workgroups composed of residents, plan commissioners, and Caledonia board members. In each neighborhood, citizens identified their visual preferences for road views, house designs, commercial building designs, signage, landscaping, and other aspects of the Village's appearance. PDI used this information to draft plans appropriate to each neighborhood.
