The Village of Whitefish Bay hired PDI to develop a Master Plan for its urban retail center, Silver Spring Drive. The Plan describes existing conditions and provides several design and regulatory recommendations.

Beyond conducting a Village-wide household survey, PDI obtained public input throughout the planning process by interviewing local merchants and organizing an informal open house, where an interactive model was used to discuss the plan with the community. Finally, PDI made a formal presentation to the Village to discuss the draft plan in detail.

As a result of the Silver Spring Master Plan, the Village has formed a Community Development Authority to establish a TIF district; PDI is currently working with the CDA to implement a redevelopment plan for the district.
