Whenever communities develop

administrative practices. PDI creates codes, guidelines, and regulations
that allow communities to implement their ideas through ordinances,
districts, developer agreements, and related public policies.
Codes
PDI has received national recognition for its form-based code
development. This approach, now being used throughout the United
States, replaces components of existing zoning codes with alternative
regulations that directly address concerns for community character
and quality of life, while allowing land owners and developers
to achieve a fair and reasonable value.
Guidelines
Many communities want flexibility in implementing new plans. PDI
develops overall guidelines, along with numerous examples, that
allow communities to apply concepts in a way that is fair to property
owners, but still maintains high design standards.
Regulations
Within state regulations, zoning and subdivision ordinances vary
widely in content and application. PDI develops new regulations
that fit each community's land control goals and traditions.
